ITEP equips policymakers and advocates with necessary information to effectively evaluate state and local tax policy. During each legislative session, ITEP works with its state partners to analyze proposed tax legislation and provide alternative proposals for more equitable outcomes. With its highly-reputable micro-simulation model, ITEP is the only organization able to conduct tax incidence analysis in all 50 states and at the federal level, and is therefore unique in its ability to show how state taxes and taxpayers are affected by federal tax changes.

ITEP works with a broad spectrum of local organizations on issues relating to government taxation and spending policy. Tax and budget advocates, child and family advocates, education associations, unions, community organizations, religious groups, living wage campaigns, environmentalists, and economic development networks consult with ITEP regularly for analysis of tax changes with regards to how they affect the well-being of low- and moderate-income families.
