Economic Development in Minnesota: High Subsidies, Low Wages, Absent Standards, released in February of 1999, evaluates the use of economic development incentives by localities in Minnesota. The report, based on an analysis of over 550 subsidy disclosure reports collected by the state under Minnesota's 1995 subsidy reform law, includes recommendations for subsidy standards to prevent future abuses.
